Willow House 33 Thornhill Road Cardiff, CF14 6PE Jim Wretham Office of Public Sector Information Admiralty Arch London 23rd April 2007 Dear Jim, Re: 2005 European Directive on Re-Use of Public Sector Information Regulations: As an organisation with an integral interest in the pursuance of the primary objectives of the 2005 European Directive on the Re-Use of Public Sector Information in the UK, you may also be interested in a very recent piece of research that I have undertaken in the form of an exhaustive survey of the progress & current compliance position of ALL 426 County & District Council Local Authorities in England & Wales. If the objectives of the European Directive are to be fully realised, then the citizen centric policies of local governance, will be one of the key areas where the benefits of open information exchanges between public & private sectors will be determined and realised. It is most disconcerting however, that the replies to my research conducted in the form of an open letter to all 426 Local Authority Chief Executive Officers in England & Wales indicates that the meaningful acceptance of the concept of active re-use and compliance with the stated aims of the European Directive appears to be virtually non-existent with very few Local Authorities having taken the initiative to prepare, produce or make available Information Asset Registers & positive management strategies to enhance the release and re-use of public sector information. Clearly, with the European Directive on the Re-Use of Public Sector Information, due to be re-visited in 2008, there remains an urgent need for responsive action on the part of the Local Authority sector within England & Wales. A failure to ensure engagement with same, will result in a negation of the principles of Open Government and will irrevocably affect the ability of the UK to meaningfully interface with the objectives of the information/knowledge economy as outlined in the Lisbon Agenda.
